Image Limitations for Archive Content Notes
Content Notes that contain embedded images can't be archived in the Archive managed package.

When you add an image to a Content Note, the image is stored in a special file type (SNOTE) and hosted at an internal URL that isn't accessible through the API. Because the file can't be retrieved externally, archiving or deleting the note can permanently remove the image.
To avoid data loss, we currently exclude Content Notes with embedded images from the archive process. We enable archiving for these records when Salesforce provides a supported way to access the image files via the API.
