You can complete the promotion from a validation only if:
In the Promotion Options window, select Validate only.
Select the changes to validate.

The tests must pass, and your changes must meet the code coverage requirements.
Click Promote.
Lifecycle Center checks the deployment without saving changes to the target org or
finalizing the branch merge. The validation result appears in Activity History. If the
validation fails, review the activity details, correct the issues, and run another
validation.
To complete the promotion without rerunning Apex tests, click Complete
Promotion in your pipeline stage within 10 days. This option is available only
while the validation remains eligible and the changes selected for the promotion match the
validated changes. If the option is unavailable, run another validation or use a standard
promotion.
