Assign the Notifications Designer permission set to enable users to define notification triggers, create templates, and select delivery channels.

Assign permission sets to users to give them access to objects, fields, and features for notifications. Understand what each permission set license offers. Permission sets extend users’ functional access beyond their user profiles but can’t take access away.
