Give Partner Admins Access to Partner Connect Setup
Before partner admins can begin Partner Connect setup, they must be assigned the
permissions required to access the setup page. Partner admins require the Customize Application
permission and the Partner Connect Partner Admin Setup permission set.

To assign permission sets to users:
Customize Application
From Setup, in the Quick Find box, enter Permission Sets, and then
select it.
Find the Partner Connect Partner Admin Setup permission set and assign it to yourself or to
another user who you want to act as the partner admin for Partner Connect.
This permissions set contains the Set Up Partner Connect for a Partner Org permission,
which gives a Salesforce admin access to the Partner Connect page in the Integrations section
of Setup.
Remember that this permission gives the user access to configure many features and
settings for your org from Setup.
After assigning partner admin permissions, the partner admin can set up Partner Connect for a
partner company.
