When the owner of a Chatter group is deactivated, the deactivated user still owns the group. But a user with the Modify All Data permission can assign a new owner for a public or private group. For unlisted groups, a user with the Manage Unlisted Groups permission can assign a new owner.

If you want to reactivate a Chatter Free user, use global search to find their profile. You use global search because deactivated users don't appear on the People tab.
