You can deploy semantic model reports and dashboards from a sandox to a production org using an outbound change set.

Before deploying the change set, verify the deployment connection between the sandbox and production org. Also, confirm that the production org is authorized to receive change sets.
Before packaging reports or dashboards, ensure the underlying semantic data model exists in both the sandbox and production orgs with the same apiName.
