When using a Developer edition org in the context of a packaged app, Salesforce uses the
terms Packaging org and Package Subscriber org. The Packaging org is where the package is created.
The Package Subscriber org is an org that has installed a package from a Packaging org. To speed
up testing, developers can now install their package in another Dev org and manually trigger an
activation publish.
Required Editions

You need access to another Dev org that has Data 360 enabled and fully
deployed.
Copy the installation URL of the package that you created and open it in a browser.
Enter the login credentials for the Dev org that you want to install this package in.
Select an org that is different from the one used to create the package, which becomes your
Package Subscriber org.
Choose Install for Admins Only, select the check box for
acknowledgment, and click Install.
After the package is installed, navigate to the Data 360 app in your Package
Subscriber org.
To test sending segments to your installed platform, create segments, activations, and
targets.
Trigger an activation publish to inspect and validate the output files.
