From Winter ’24, equivalent flows are created for the workflows and bundled with the
managed package in an inactive state without customization. There’s no change to the existing
workflows and you continue to work as is. If a workflow is inactive, as part of Winter’24, the
workflow continues to be in an inactive state.

As a Salesforce initiative, we recommend you to deprecate workflows and to start the
transition to Flows in a phased manner. The new flows are a part of the managed package in the
Inactive status. You can activate the new flows as per your requirements.
Workflow to Flow Mapping Deprecate existing workflows and transition from workflows to flows by using the workflow to flow mapping.
