Create a Custom Notification for Dependent Home Visits

Create a custom notification to send in-app notifications about dependent visits. When schedulers create dependent visits, the Create Home Visit Dependency flow creates the appointment dependency record and uses this custom notification to send a success notification. However, if the record creation fails, the flow sends a failure notification instead so that schedulers can manually create the appointment dependency record.
