To use Documentation Templates and Rules for Utilization Management, enable the feature
in Setup.

Available in: Enterprise and Unlimited Editions with Health Cloud
User Permissions Needed
To configure and enable features:
Health Cloud Admin permission set
From Setup, in the Quick Find box, enter Utilization Management
Settings and then select Utilization Management
Settings.
Enable the Documentation Templates and Rules setting.
