Selecting the Public option in Email Studio will result in this list being displayed in
the Subscription Center. A subscriber can opt-in or opt-out of any public list.
Hover over Subscribers.
Click Lists.
Select the name of the list to set to public.
Click Properties.
Select the checkbox for Public.
