MobileConnect Guide for Sending SMS Messages to Vietnam

General Guidelines and Deliverability
The Vietnamese government imposes strict rules on SMS messages that contain promotional and advertising content. Senders who don’t abide by these rules are subject to severe fines, and the mobile carriers can block messages from noncompliant senders. For these reasons, Marketing Cloud Engagement doesn’t support sending promotional or advertising messages to recipients in Vietnam.

The provisioning times listed in this table are estimates based on historical trends. The mobile carriers don't provide firm lead times, so the actual time required to obtain your phone numbers can differ from these estimates. Holidays, increased demand, and carrier network freeze periods (which vary by country and carrier) can cause delays.
SMS Code Provisioning Guidelines
Transactional messages are defined as messages that provide customer care information. Examples of SMS messages include:
- Information from banks, such as notices about account fluctuations and balances.
- Information from securities companies, such as information about placing and fulfilling orders.
- Information from power and water utility companies, including payment reminders and confirmations.
- Information from schools, such as academic calendar notification, notice of tuition payment, or contact sharing.
- Airline notifications, such as booking confirmation and flight updates.
- One-time passwords and other identity verification messages.
- Other customer care information, as long as the message doesn't advertise a product or service.
To register your transactional use case, you must provide this information:
- The sender ID that you want to use.
- The name of your company, organization, or brand.
- A description of your company or organization's business.
- A description of your SMS messaging use case.
- The message templates that you plan to use.
- A link to the website for your company, organization, or brand.
- A completed business license (BM02A) form in Vietnamese.
- An estimate of the number of messages that you plan to send each month.
Advertising messages introduce consumers to organizations and individuals doing business and promoting social activities, goods, and services, including profitable and nonprofitable services. Engagement doesn’t support sending advertising messages to recipients in Vietnam. Examples of advertising messages include:
- Bulk messages, in which a single message is sent to many recipients.
- Information about new products and services.
- Discounts and promotions for products and services.
- Voting information and results.
- Other advertising information.
Some examples of promotional keywords include giảm giá, quảng cáo, hấp dẫn, giảm \d, giảm tố, giảm đến, giảm xx% khuyến mãi, quảng bá, giảm ngay, giảm học phí, giảm hphi, hphi cơ hội nhận ngay, đảng cộng sản vn, đảng cộng sản, khuyến mãi, Ưu đãi, tăng, chiết khấu, biểu tình, k mãi, cơ hội bốc thăm, rút thăm, trúng thưởng, mà KM, học bổng, and khi đăng ký. This list isn’t exhaustive.
If you register a phone number or sender ID for a transactional use case, but your messages include promotional keywords, the carriers can block your messages.
Alpha Sender ID Rules and Best Practices
These rules and guidelines apply to messages that you send using alphabetic sender names (sender IDs).
- The person who signs the authorization letter must be the person named in the business license. The authorization letter must be signed and stamped.
- You must register every alphabetic sender ID that you use to send messages to recipients in Vietnam. You must also register the message templates that you plan to send using alpha sender IDs. If you don't register, the carriers can block your messages.
- Generic sender IDs (such as "NOTICE") aren’t allowed in Vietnam.
- The sender ID must be the same as the company name or brand. If you plan to use a different name for your sender ID, you must provide proof of brand ownership, such as a trademark certificate.
- You can send no more than five messages to a single recipient in a 24-hour period.
- When your messages include URLs or phone numbers, add a space before and after the URL or phone number.
- If there’s a call center or text to a short code, add the fee for calls to the call center or texts to a short code.
Restricted Content
Messages that contain or imply these types of content aren’t allowed:
- Adult content.
- Political content.
- Gambling content.
- Marketing content.
