If contacts in MobilePush meet certain conditions, they receive push notifications .=
- At least one device for the contact matches filtered list values including any applicable tags
- Contact’s status is Active in Marketing Cloud Engagement
- Contact enabled notifications in the app on their device
- Contact opted to receive notifications for preferences on that mobile device
