Create Manual Segments for Marketing Cloud Personalization
Manual segments consist of a fixed, specified list of users, as opposed to rule-based
segments, whose users are determined in real time based on a defined set of criteria. Create
manual segments to group known users, or accounts, based on data that the Personalization system
doesn’t collect or data that’s available through third-party integrations.

Typically, you create a manual segment when you want to target a group of users using a
variable that the Personalization system doesn’t track. For example, suppose you’re hosting
a live event and want to customize your website for event attendees. You create a manual
segment connecting the Personalization system to your tracking system by a common data
point, such as attendee email address.
Other examples where a manual segment can be helpful include:
Targeting attendees of a recent trade show or webinar.
Targeting users on a particular mailing list.
Targeting a group to use as an input for an engagement score.
Setting a manual segment as a filter for campaign measurement.
Note You can’t use manual segments as goals in the Personalization
system.
In the Audiences section of the main navigation, select User Segments | User Segments.
Note If your organization markets to businesses, as well as consumers, you can create a manual segment that consists of a fixed, specified list of accounts by selecting Account Segments | Account Segments.
Select New Segment | Manual Segment.
Enter a Segment Name that describes its purpose.
Click Save. The Users tab opens so that you can add users to the segment. There are three options for adding users to the segment:
To add users one at a time, enter a user’s name or ID in the Add User field on the Users tab and select a user from the list that appears.
To add a group of users from a CSV file, click Upload
CSV on the Users tab and select the
file.
Note The CSV file must contain a column with the header value “ID” or “name”
with values that match Personalization system user or account IDs. The file
can include additional columns, and the Personalization system ignores
them.
