When you activate a flow version, any previously activated version is deactivated. However, any running flow interview continues to the version that it started with.
If you activate a flow in a sandbox and then move it to production, you can't click the Activate button until you save the flow as a new version. Because sandbox orgs and production orgs can have differences, including properties and IDs, always debug the flow using rollback mode after moving it from a sandbox to production.
