locks certain order fields from user edits based on user permission and order activation status.
You also can't manually change key finance fields such as tax or amount regardless of permissions

If you don’t have the Edit Activated Order user permission, you can’t edit any fields on an
activated order. Otherwise, you can edit the following fields on an activated order.
