To exclude imported records from commission calculations in Salesforce Spiff but keep the records available and searchable, you can soft-delete the records. For example, maybe you want to keep some records available for audit purposes, so you don't want to delete them permanently.

Add a soft_deleted column to an upload file that contains all records, including the records you want to delete.
For records that you want to soft-delete, enter true in the column. Otherwise, enter false.
You can upload new records in the same file as records that you want to soft-delete. For new records, the value of the soft_deleted column must be false.
On the Configure Fields step, select Boolean for Data Type.
On the Fix Duplicates step, select Override existing fields or Update missing fields.
To ensure that soft-deleted records remain searchable after the upload is complete, go to the Data Imports section of the Data Sources page and select Show Soft Deleted Records.
If this option is turned off, soft-deleted records don't appear in the Data Sources page and don't appear in any search results.
