Territory Planning relies on Salesforce API endpoints under /services/ and access to these endpoints typically requires that you turn on API access for users. To help you determine how to grant API access, review the Web Services APIs that Territory Planning depends on.

Available in: Professional, Enterprise, Performance, Unlimited, and Developer Editions with Web Services API enabled
Options for Granting API Access
In each Territory Planning user’s profile or permission set, we recommend that you turn on the API Enabled system permission. See Supported Editions and Required Permissions in the REST API Developer Guide.
If your environment restricts users from accessing Salesforce APIs with API Access Control settings, also turn on the Allow Visualforce pages to access APIs option. See Restrict Access to APIs with Connected Apps.
