          User Permissions Needed
To enable public linking on an asset file: Salesforce CRM Content User

To allow a service rep to enable public linking on an asset file:

          1. Make sure that you have the Salesforce CRM Content User feature license.
          2. Enable the Salesforce CRM Content User license for the service rep.
          3. Temporarily switch to Classic UI.
          4. From Setup, enter Content Permissions, and select Content Permissions.
          5. Decide which content permission will allow a service rep to set public linking on an asset file, and click Edit.
          6. Select Deliver Content.
          7. Save your changes.
          8. Switch back to Lightning Experience.
          9. From the App Launcher, search for Files, and select Files.
          10. Select Libraries.
          11. Click Asset Library.
          12. Click Manage Members.
          13. Ensure that the service rep is listed and assigned the role that you gave the Deliver Content permission to in steps 5 and 6. If they’re not listed, add them, and select the role that you gave Deliver Content permission to in steps 5 and 6. This service rep can now create public links for asset files.
          14. The service rep can test this by clicking the downward arrow that corresponds to their asset file in the Asset Library, and selecting Public Link.
