Because you have created your own S3 bucket, hardcode the URL according to your S3 bucket.
It is recommended to maintain version as in the example, TemplateURL: !Sub
"https://<customerSpecifiedS3Bucket>.amazonaws.com/${SalesforceRelease}/EventRulesStack${Version}.yaml".
The BYOATenantStack and BYOAContactCenterStack
cloudformation templates look for nested stacks in the S3 bucket you have specified. The
lambda artifacts and its layers are fetched from the Salesforce hosted S3 bucket, that is,
prod-byoa-scv-resources-<Aws Region for Contact Center>.
