Only a Quip admin can enable Salesforce reports in Quip.

After you turn on reports in Quip, users can enter @Salesforce Report to add live Salesforce reports to their documents. If you disable Salesforce reports in Quip, existing reports become spreadsheets and don’t sync with the latest Salesforce data, and users can’t add new Salesforce reports.
