A start URL defines the page where users end up when they run an external client app.
The admin of an external client app sets an OAuth-specific start URL or a custom start URL from
the Policies tab of the External Client App Manager.

A start URL isn’t required for an external client app, but it’s required for many of the OAuth
flows that external client apps support. Start URLs are also required to make an external client
app visible on App Manager.
From Setup, in the Quick Find box, enter External Client Apps
Manager, and then select External Client Apps
Manager.
From the actions list for the external client app, select Edit
Policies.
Choose whether to use the OAuth URL or set a custom URL for the start page.
To use the start URL defined in OAuth Policies, choose
OAuth.
To set a new start URL, choose Custom.
Enter the URL of the website where the user is directed after running the external client
app.
Note Cofigure the OAuth Start URL in the OAuth
Policies section.
