Assignment rules do not send notification email for Leads/Cases created via the API

When a Lead or Case is created by the API, and the Assignment Rules are triggered, the record assigns as expected but no assignment notification email is sent. The assignment rules are configured to send an email.
When a Lead or Case is created via the API, the API call would need to include:
* "AssignmentRuleHeader" to trigger the Assignment Rules.
* "EmailHeader" with "triggerUserEmail" set to 'true' to generate assignment notification emails.
