Chat Transfer: During chat transfer agents can see other agents even if the Sharing Model is Private

When the option 'Chat Transfer To Agents' is enabled in the Chat Agent Configuration and sharing settings on the User object are set to private based on User's Role, then Agents with other roles are still displayed in Omni suggestions as available to transfer the chat to. 
Solución
This is the expected functionality.
