Error 'You don't have permission to complete this approval request' for Knowledge Articles

Viewing an approval request for a knowledge article they may encounter the following error:
 

Looks like there's a problem.
Another user recalled or responded to this request.


When clicking to Approve results in the error:
 

You don't have permission to complete this approval request. Contact your administrato​​r or the record owner for help.


The Considerations for Setting Approvers documentation states, "Make sure that the assigned approver has access to read the records for the approval requests."

However, knowledge is unique and can differ from typical object sharing in Salesforce. User access to articles is dependent on whether your organization has either Classic or Lightning Knowledge enabled. If Lightning Knowledge is enabled, administrators can Choose the Sharing or Access Model for Lightning Knowledge.
 
Resolution
 
For orgs with Data Category based knowledge sharing, article approvers need the following profile or permission set access:
 
  • Read object level access to the Knowledge object for Lightning Knowledge or Article Types for Classic Knowledge

AND
 
  • "Manage Articles"

In Classic Knowledge or Lightning Knowledge with Data Category based sharing, user access to articles is also dependent on Data Category Visibility, see the How Category Visibility Differs from Other Salesforce Models documentation for more details.

If your organization is using standard sharing for Lightning Knowledge, the approving user's profile needs Read access to the Knowledge object and appropriate sharing access to the approval's related Knowledge Article to work with knowledge approvals.
