Provider Search | 'Assign Owner' Lookup Modal Returns No Results on Provider Search Settings Page

Affected Area: Health Cloud — Provider Search Setup
Setup Path: setup/ProviderSearchSettings/home → Guest Experience tab → Assign Owner

Symptom:
The Assign Owner user lookup modal opens but returns no results and no user can be selected, even for users with:
  • System Administrator profile
  • Health Cloud Foundation, Health Cloud Provider Search,  Data Pipelines Base User permission sets
  • Access on CareProviderSearchableField records.

Root Cause:

This is a known UI behavior caused by a condition in the component.

Means the modal only renders results when there are 2 or more Salesforce-licensed users present in Org. If only one eligible user exists in the org (e.g., a single System Admin), the condition evaluates to false and the modal displays nothing — even though the API response contains a valid user.

Resolution
Create an additional user in the org with a Salesforce User License. Once at least two eligible licensed users exist in the org, the Assign Owner modal will render and allow selection correctly.

Note: This is considered working as designed per platform standards — the Assign Owner action is intended for an Admin to assign ownership to other users, not to themselves. Having a minimum of two licensed users satisfies this design intent.
