Flow refresh is failing intermittently with error "An unexpected error occurred and the operation could not be completed"

The flow in Tableau Server version 2025.1.5 fails intermittently when run manually or as per schedule. The issue persists even after implementing the below configuration changes:

By default the Cost-Based Optimization (CBO) feature flag is set to true in the Tableau server version 2025.1.5 and earlier. Changed the value to false with the below command but the issue still persist. 

'tsm configuration set -k features.QueryPipeline_UseCostBasedFederation -v false' 

'tsm pending-changes apply'.

Restart the server
