Order Fulfillment States
As an order progresses, the Fulfillment Status field updates to let you know what's happening. The values that appear in that field depend on how your org is set up.
Synchronous Mode
Most orgs are set up to use Synchronous mode, meaning that decomposition and orchestration plan composition happen in the same transaction. If you haven't changed the OrderSubmitMode custom setting from Synchronous, then the following states apply to your org.

Draft: The order has been created, but not submitted

In Progress: The order has been submitted to Industries OM, and hasn't failed.

Decomposed (only if the order has been submitted as Decomposition Only): This state replaces the In Progress state for orders that are submitted as Decompose Only. Orders remain in this state until a further call changes it.

Activated: The orchestration plan has been completed.

Superseded: An order has been superseded by an amendment to that order.

Rejected: The order has been submitted to Industries OM, but has failed for some reason. For example, an amendment to an order was submitted after the point of no return.
Asynchronous (Queueing) Mode
If you've optimized your org for large orders, then you might have changed the OrderSubmitMode custom setting to Queueing. In that case, the following states apply to your org.

Draft: The order has been created, but not submitted

Submitted: The order has been submitted to Industries OM, but hasn't been decomposed.

Decomposed (only if the order has been submitted as Decomposition Only): This state replaces the Submitted state for orders that are submitted as Decompose Only. Orders remain in this state until a further call changes the state.
Submitted for Fulfillment: The order has been decomposed.
In Progress: The orchestration plan has been composed.

Activated: The orchestration plan has been completed.
