You can create a copy of an existing change set by cloning it.
From Setup, enter Outbound Change Sets in the Quick
Find box, then select Outbound Change
Sets.
Click Clone next to the change set you want to clone. To review the
change set before cloning it, click the name of the change
set to view its detail page. When ready, click
Clone.
