You must have the CustomizeApplication, and ModifyAllData admin permissions to reset the root email address.

connect API to start the email update.
/services/data/{SaleforceAPIVersion}/connect/voice/root-email-address-update/accept
connect API to update the email address.
After updating the root user email address, you can use the new email address to reset the account password.
